The weapon uses the strength listed on the profile of the model holding it (Sniper Rifles use the strength of the scout holding it, which is 3, plus rending, so they always wound units or glance vehicles on a 6).

That is incorrect. For weapons such as a sniper rifle, Strength X means that it wounds the target on a 4+ regardless of it's toughness.
